Who can't park?

This picture puzzles me. Who is to blame? Did the F-15 not see the Police car during taxiing? Or maybe the Police car ran out of control?

And dangerous too. Those drop tanks on the wings can carry 600 US Gallons of aircraft fuel each.

Either way. This costs a lot of money!
